Why vote Family Coalition

The Family Coalition Party of Ontario is based on written principles that are not dependent on a particular time, place or political circumstance. They are not changing according to a particular strategy, nor need to be changed to "adapt with the times", nor to win an election. These are self-explanatory principles of fundamental justice and fundamental human rights.

Here are many reasons to support the Family Coalition Party of Ontario (see below). If you agree with these, I hope you will support us.

The policies of the Family Coalition Party are developed, debated and voted on by party members through a grass-roots process, by letter ballot or at our general meetings. They reflect the direct input thousands of Ontarians and the views of millions more.

PRIMARY ISSUES

  1. FAMILY: The family is attacked at its very foundation. The very definition of family is being compromised. The Family Coalition Party defends the traditional definition of family as father, mother and natural or adopted children. The Family Coalition Party upholds the Family as the essential building block of society.
  2. EDUCATION: The Family Coalition Party supports parents’ choice in education. It will introduce a Child Education Cheque which will allow parents to send their children to the school of their choice or home school. The Family Coalition Party supports placing parents in a decision-making role.
  3. HEALTH CARE: The Family Coalition Party believes that every Canadian should have access to quality health care regardless of the ability to pay. The provinces should have more freedom to administer and fund health care programs. The Family Coalition Party will introduce Medical Savings Accounts, to provide an incentive for people to use the system wisely and, at the same time, to help people save towards their pension. The Family Coalition Party will provide funding for healing and assistance of unhealthy people, but will terminate funding for elective medical procedures on healthy people, such as abortion and other injurious elective procedures. The Family Coalition Party would stop any practice which is not directed towards healing and prolonging lives, but directed to engineering the death of a patient.
  4. FREE MARKET ECONOMY: The Family Coalition Party believes in the creation of wealth and productive jobs through the operation of a competitive free market economy.
  5. THE BASIC EXEMPTION: The Family Coalition Party would increase the personal and spousal income tax exemption for Ontario income tax purposes to $14,000/year.  This would allow low income families to keep their hard earned money for themselves.  It would also provide and incentive for people out of work to seek employment.  Why would governments on one side establish minimum wages, and on the other side tax those wages?

    CULTURE, EDUCATION AND MORAL ISSUES

  7. MULTICULTURALISM: The Family Coalition Party upholds the right of citizens and private groups to preserve their cultural heritage using their own resources, but we oppose taxpayer funding of multiculturalism.
  8. CULTURE: The Family Coalition Party believes that Ontario’s cultural sectors can grow and thrive without needless government protection and regulation.
  9. STUDENT LOANS: The Family Coalition Party supports the establishment of a fair and flexible student loan system that would tie the repayment of loans to a graduate's income. This would ensure reasonable repayment terms, minimize the cost to taxpayers of defaulted loans, and make more education funding possible.
  10. MORAL ISSUES: The Family Coalition Party recognizes that the truth, matters of fundamental justice and fundamental human rights cannot be decided by majority opinion, but are intrinsic and inalienable. Each MPP is elected to represent its constituents according to his/her beliefs as honestly disclosed during the election campaign. Election campaign disclosures and promises need to be recognized as a verbal contract between the elected official and the voters.
  11. RESPONSIBILITY: The Family Coalition Party believes that MPPs should be responsible to the voters for their own decisions. Their decisions should not be delegated to an Agency, Board, Commission or Tribunal. The people of Ontario understand that occasional errors in judgement may occur, but are tired of different levels of government and different Agencies fighting and suing each other at taxpayers’ expense.
  12. ACCOUNTABILITY: To enhance financial accountability, the Family Coalition Party will require the government to initiate an auditor’s report within eight months prior to an election, to be made public when the election is called. By introducing the concept of verbal contract for election campaign promises, a greater level of accountability to the voter is expected.

    ECONOMY AND TAXATION

  14. PROPERTY RIGHTS: The Family Coalition Party recognizes in its principles that the right to own property is a fundamental human right, from which other rights derive.
  15. GOVERNMENT OVERSPENDING: The Family Coalition Party wants to eliminate government deficits and debt which discourage private investment, drive up taxes and interest rates, kill private sector jobs, and erode governments' ability to fund social programs.
  16. ECONOMIC DEVELOPMENT: The Family Coalition Party supports government activities that nurture our human resources and economic infrastructure. Human resource development should emphasize the development of job skills.
  17. BALANCED BUDGET: The Family Coalition Party will avoid deficit budgets by cutting government spending, not by raising taxes, or by introducing new taxes under disguise, such as user fees. The Family Coalition Party supports legislation that would compel the government to balance the budget.
  18. INFRASTRUCTURE DEVELOPMENT: The Family Coalition Party believes that the purpose of infrastructure development should be to support long-term economic development, not to create temporary jobs for political reasons. Infrastructure programs should be affordable, and be subjected to a rigorous cost-benefit analysis, and wherever possible, be left in the hands of the private sector.
  19. TAX REFORM: The Family Coalition Party supports the development of a simpler tax system that would include fewer loopholes, and larger personal basic exemptions to protect low and middle income taxpayers.
  20. FAMILY TAXATION: The Family Coalition Party would allow a combined tax return between husband and wife, so that a family would be taxed according to the total combined income. The Family Coalition Party, in co-operation with the federal government, would remove any tax penalty within the present system towards one-income families and parents who look after or school their own children.
  21. CHARITABLE DONATIONS: All after-tax money donated by an individual to a non –profit organization at "arms length" is to be deducted from the donor’s taxable income and accounted as a donation by the recipient non-profit organization.
  22.  

    GOVERNMENT REFORM

  23. BETTER REPRESENTATION: The Family Coalition Party believes that a reform of the electoral system is needed, to introduce a mixed system of representation, to avoid "majority governments" elected by a minority of the voters. A mixed system of representation allows MPPs to be elected to the Ontario Legislature even if they do not win their particular riding contest. For this reason the current pressure on MPPs to promise unrealistic changes and to win at all costs would be removed, inducing MPPs to be more straightforward and more likely to maintain their promises.
  24. FAIR CONTRIBUTIONS TO POLITICAL CAMPAIGNS: Only individuals can exercise the right to vote. The Family Coalition Party would allow only eligible voters to contribute funds towards political campaigns, within the limits established by law. The current practice by which an individual can contribute more than others by contributing to political campaigns both individually and through different organizations would be abolished.
  25. CUTTING THE SIZE OF GOVERNMENT: The Family Coalition Party will cut the size of government by increasing decision making at the local level, by reducing duplication and red tape, by eliminating unnecessary intrusions into the lives of individuals and businesses, by reducing Agencies, Boards and Commissions and by eliminating the Regional level of government.
  26. MPP PENSIONS, PAY AND PERKS: The Family Coalition Party opposes the over-generous MPP pension plan, and believes it should be brought into line with private sector standards. The Family Coalition Party supports a comprehensive review of the pensions, pay and perks of MPPs.
  27. ELIMINATING PATRONAGE: The Family Coalition Party believes that government contracts should be awarded on the basis of fairness, price and quality. All contracts and all supply or purchase orders over $10,000 should require bids by at least two vendors. If over $100,000 they should require bids by at least three vendors. If over $1 Million they should require bids by at least five vendors. Government jobs should also be awarded on the basis of merit, not patronage.
  28. JUDICIAL ACTIVISM: The Family Coalition Party will end judicial activism, whereby judges at various levels effectively make laws usurping the power of a democratically elected Legislature.
  29. CROWN CORPORATIONS: The Family Coalition Party believes that the ownership and control of Crown Corporations should rest where their function can be performed most cost-effectively. This would generally be in the private sector. Transition from public to private would be strictly controlled to protect the public and taxpayers’ interests. We support cutting provincial subsidies for Crown Corporations.
  30. REFERENDUMS: The Family Coalition Party believes that Ontarians should be able to vote on issues of major importance, such as constitutional issues, in referendums held in conjunction with provincial elections.
  31. RECALL: The Family Coalition Party supports a recall mechanism to remove from office MPPs who do not represent the interests of their constituents: if more than 50% of the eligible voters in that constituency would sign a petition for recall, a by-election must be called.
  32. CUTTING SUBSIDIES: A Family Coalition Party government would not subsidize business or other special interest groups. We believe a dollar left in the hands of an investor, lender, or taxpayer is more productive than that dollar left in the hands of a bureaucrat or politician.
  33.  

    SOCIAL ISSUES

  34. SOCIAL RESPONSIBILITY: The Family Coalition Party believes that Ontarians have a personal and collective responsibility to care and provide for the basic needs of people who are unable to care and provide for themselves.
  35. ALTERNATIVES TO THE WELFARE STATE: The Family Coalition Party recognizes that the family is Ontario’s best safety net. Voluntary organizations and associations also provide a second level of safety. These all operate at the local level, where the help is needed. The provincial government should allow local assessment, delivery of welfare programs and methods of helping recipients to be self sufficient. The Family Coalition Party would also encourage the development of personal "safety nets" (like RRSPs) to reduce the dependence of Ontarians on over-burdened government programs.
  36. PRESERVING KEY PROGRAMS: The Family Coalition Party wants to preserve key social programs such as education, health-care, care of the elderly, the poor, single mothers and the disabled, policing and justice. We believe that the greatest threat to these programs is interest payments on the provincial debt. To preserve our most valued programs, we must reduce the debt in order to reduce interest payments, cut unnecessary spending, and reform programs so that they are both effective and affordable.
  37. FOCUSING SOCIAL SPENDING: The Family Coalition Party believes that social programs must be affordable and reliable over the long haul, which means that they must be focused on those who are in need, and be reformed to deliver the most efficient service possible.
  38. HOUSING: The Family Coalition Party believes that by supporting new and innovative low-cost housing projects, new home buyers may be given the opportunity to invest in a first low-cost, low-mortgage house instead of locking themselves in a rental condition.
  39.  

    HEALTH AND CHILD CARE

  40. HOSPITALS: The Family Coalition Party will require that the members of Hospital Boards and two-thirds of the members of District Health Councils be elected in conjunction with Municipal Elections.
  41. CHILD CARE: The Family Coalition Party believes that child-care programs should subsidize parents based on financial need, not based on the method of child care chosen. Parents who stay at home to care for or teach their children should not be penalized by the tax system.
  42. OHIP: Under a Family Coalition Party government each person receiving OHIP benefits will receive an itemized copy of the bills that were sent to and paid by OHIP. These could be issued by OHIP to the individual once every 3 to 6 months.
  43. UNDERSERVICED AREAS: The Family Coalition Party will strengthen the Underserviced Area Training Program (UATP) providing tuition, books and living expenses for each year of medical school in exchange for an equal number of years in underserviced areas.
  44. NURSING HOMES: The Family Coalition Party will provide incentives for private enterprise to build and maintain more nursing homes. A given percentage of these will be linked to hospitals for those people who need cronic care . Minimum standards across Ontario shall be developed by the government, and enforced locally.
  45.  

    AGRICULTURE, MARKETING AND NATURAL RESOURCES

  46. AGRICULTURAL SAFETY NETS: The Family Coalition Party wants to consolidate existing agricultural support programs into three major programs designed to protect producers from unfair foreign trade subsidies, natural hazards, and significant income fluctuations.
  47. MARKETING REFORMS: The Family Coalition Party believes that agricultural producer organizations should be controlled by the producers, not by government bureaucrats.
  48. NATURAL RESOURCE DEVELOPMENT: Non-renewable resources are the wealth of the Province. As individual citizens cannot prevent their depletion by corporations, the government must regulate their mining. The Family Coalition Party supports the private sector development of Ontario's natural resources, without government subsidies and would require developers to remedy any environmental damage derived from their actions. Renewable resources should be harvested in combination with planting/growing programs. The Family Coalition Party would support harvesting of these renewable resources.

    LABOUR RELATIONS

  50. JOB CREATION: The Family Coalition Party recognizes that real, permanent jobs are created primarily by the private sector, and not by governments through public spending. We believe a government can encourage job creation by making spending cuts that lead to a balanced budget, lower taxes, a lower cost of doing business, increased investor confidence, and increased consumer spending.
  51. UNIONS: The Family Coalition Party supports the right of workers to organize democratically, to bargain collectively and to strike peacefully.
  52. WORKERS' RIGHTS: Unions and professional bodies may ensure standards, but should not block qualified people from working in a trade or profession or from gaining the necessary qualifications. We support the right of individual employees to refuse to allow any portion of their union dues to be paid to any cause which is not related to the function of the union that the employee does not personally support.
  53. PAY EQUITY: The Family Coalition Party would reconsider the legislation on pay equity, employment equity and labour relations with the intent of creating a better, non-confrontational economic climate.
  54. LABOUR-MANAGEMENT RELATIONS: The Family Coalition Party believes that labour and management have a common interest in ensuring the success of private enterprises. We support the harmonization of labour-management relations to help make Ontario more competitive.
  55.  

    ENVIRONMENT

  56. SAFE ENVIRONMENT: The Family Coalition Party believes that the maintenance of a clean, safe and healthy environment is in the interest of Ontario families for generations to come. The Family Coalition Party will introduce measures to protect the environment wherever an individual or a corporation cannot or will not do so.
  57. COORDINATED ENVIRONMENTAL ACTION: The Family Coalition Party supports the clarification of federal and provincial jurisdiction over environmental matters, and the development of a joint environmental review process.
  58.  

    JUSTICE

  59. CRIMINAL JUSTICE: The Family Coalition Party supports a criminal justice system which places the punishment of crime and the protection of law-abiding citizens and their property ahead of all other objectives.
  60. FAMILY VIOLENCE: The Family Coalition Party believes that family violence attacks the very foundation of our society, and must be dealt with severely by the criminal justice system. Effective programs to prevent family violence and treat victims and abusers are a top priority.
  61. VICTIMS' RIGHTS: The Family Coalition Party believes that victims must be allowed input in all criminal cases and parole hearings. Victims should also be compensated by the guilty party to the greatest extent possible.
  62. YOUNG OFFENDERS: The Family Coalition Party supports stronger sentences for young offenders, trial in adult court for older youths and serious offenders, and public access to the identity of most young criminals.
  63. PAROLE REFORM: The Family Coalition Party believes that violent criminals must serve their full sentence, and should not be eligible for day or early parole. The Family Coalition Party also wants an end to the patronage appointment of Parole Board members.
  64.  

    FEDERAL ISSUES: The Family Coalition Party would support a federal government that would act on the following issues:

  65. FEDERAL TRANSFERS: The Family Coalition Party would propose that a fixed percentage of an individual’s taxable income would be transferred from the federal government to the provinces regardless of the province of origin, to pay for health, education, welfare and other social programs delivered by local governments. This would provide the provinces with a stable long-term source of funding for social programs.
  66. DEMOCRATIC CONSTITUTION MAKING: The Family Coalition Party supports a democratic process of constitutional reform that includes constitutional conventions. Constitutional changes must be submitted to a referendum.
  67. LANGUAGE POLICY: The Family Coalition Party supports freedom of speech, and opposes comprehensive language legislation in principle. The use of French as an official language will be supported in those communities that need it, where the number of French-speaking Ontarians is relevant.
  68. IMMIGRATION: The Family Coalition Party believes that the federal immigration policy must be reviewed by the province to ensure that it is compatible with Ontario’s economic needs, and opposes any immigration policy based on race or country of origin. The Family Coalition Party believes that genuine refugees should be welcomed, but bogus refugees and people who enter Canada illegally should be quickly deported.
  69. THE CANADA PENSION PLAN: The Family Coalition Party will support a federal government committed to reforming the Canada Pension Plan to meet the challenge of an aging population.
  70. UNEMPLOYMENT INSURANCE: The Family Coalition Party believes that Unemployment Insurance should be self-funded, administered by employers and employees, and designed to provide temporary income in the event of unexpected job loss. The Family Coalition Party would strongly discourage any level of government from misappropriating any surplus out of these funds for purposes other than direct payments to people who lost their jobs. The manipulation of eligibility rules for political ends will be avoided.
  71. ABORIGINAL PEOPLES: The Family Coalition Party believes that the government, through a democratic process, should assist aboriginal people to take responsibility for the programs affecting them, and encourage economic self-sufficiency. The Family Coalition Party supports the development of native self-government that is democratic, responsible, and subject to the Canadian law, including the Charter of Rights and Freedoms.
  72. FREE TRADE: The Family Coalition Party will support a federal government that would engage in freer international trade. The Family Coalition Party will help supply-managed sectors that provide supplies for basic life support, such as food, clothing, shelter and health care, to prepare for and adjust to freer trade.
  73. INTERPROVINCIAL TRADE BARRIERS: The Family Coalition Party will support a federal government that would remove all inter-provincial barriers in Canada to the free flow of Canadian goods, services, labour, and investment, and supports the establishment of domestic trade dispute settlement mechanisms.
  74. SENATE REFORM: The Family Coalition Party would support an elected senate, with a number of senators elected from each province approximately proportional to its population.
